Basically when an opponent is stunned by an attack, they can only be launched in the air by a dedicated launcher move, but follow-ups against launched opponents are quite limited and you only get a couple of moves on them before they hit the ground. So if you want more damage, you have to keep your opponent stunned on their feet, before launching them for a finisher. But keeping them on their feet also gives them more chances to land a hold. So it's a risk/reward thing with low damage combos being safer and high damage combos giving more chances for counterplay.
