They wanted to ensure fans of their commitment to single player games.2) Starfield was their next game and if they announced two games, neither of which were Elder Scrolls, fans would think the franchise had been retired.3) It didn't hurt that it would juice Zenimax valuation while they were shopping for a buyer.4) FO76 was supposed to be completely passed off to Austin studio (formerly Battlecry) in late 2018. Because of launch issues/backlash, Rockville was forced to stay on through Wastelanders update (early 2020) until they considered the game fixed. This set their timeline back.5) Starfield ran into dev issues because of covid and an uneven engine upgrade which forced them to internally delay and set their timeline back again.6) Microsoft forced another Starfield delay to polish because the last thing they wanted was another Cyberpunk debacle. This set the timeline back even further.So basically, they were overeager to announce to blunt backlash against FO76 and then after that development got delayed several times so they're running 3-4 years behind schedule.
