A lot of people are hoping that this was just unfinished and they had to show something off, but that's just copium. I'm convinced the bottom is the final product and what it will look like in-game, which is very disappointing. The powerlines really gave the scene more soul. The game isn't coming out for 8 more months, so who knows. It doesn't look all that great from what video footage and images people have acquired, so again...a lot of people are coping that it's still unfinished and the final product will look better.

It's the Silent Hill HD Collection all over again. Both have fog because it's a plot point yet they keep removing the fog when they remake/remaster the games.
