If units get a normal-ass amount of wEXP during battles, then there isn't even a problem with the "skill" tutoring system. The problem with 3H is that it artificially drip-fed tiny morsels of essential progression to you for the entire game, it was ridiculous how padded out the tutoring mechanic was. In the traditional system you're pretty much done "grinding" weapon ranks once you reach C, and of course promotion isn't tied to it at all.Training should be more of a bonus, not a requirement for progression.
