Konami had to threaten to not localize Metal Gear Solid to get Sony of America to green light Symphony of the Night for a US release (allegedly). Japanese voice acting with English subtitles was a big no no. Games had to have an English dub or have voice acting removed. Tokimeki Memorial has over 13 hours of voice acting, so with the amount of budget that would reasonably allocated to localizing a game like this, an English dub would have been out of the question. Maybe they could have removed the voice acting, but that would be pretty lame.
