Bison isn't just a commander, he enjoys larping as a martial artist so having a pro boxer as one of your main guys makes sense for the theme. Same reason Sagat was there.
Bison needs both criminal masterminds AND brute force.

He's strong as fuck and hits real hard that's able to go toe-to-toe with people chucking fireballs or other martial arts. He's also down to do anything so long as he gets paid good. Plus he has one of the best character themes so Bison keeps him around in order to hear it more
