There was nothing wrong with Marcus being the main character, although the main character was always the Delta Team. The problem the game was made to last a trilogy and if they wanted to keep it running they should have been extremely careful with introducing new characters. Keeping Marcus in the core team came from the little faith in the new team (for a good reason). Straight shooters went out of fashion and would require a complete overhaul like what Doom or God of War did.
Gears is simply incompatible with newer mandates so just like Disney who failed to create new heroes Xbox retreated into ye olden times in the hope they can milk nostalgia. Of course it is very likely they will try to weasel shit into that as well.

Gears Tactic is pretty much XCOM. Only play it if you liked XCOM.

More investment meant a higher return more often than not up until 6-7 years ago. Now they need to rethink the whole model on an industry level. Studios used to be smaller and development cycles used to be <2 years so a single failed game was 1/3 they would release that generation.
