Games like Arcanum or Planescape have almost objectively terrible moment to moment gameplay. No one plays either game for its combat or navigating the UI or even just moving around the game maps. All of those suck.
But they have very strong stories to them. And that on its own created a long term and durable fanbase.

This whole thing of 'gameplay first' is braindead because tons of games prioritize writing over gameplay and are very memorable for it.

In fairness, Undertale kind of is a visual novel. Not literally, but a big chunk of its gameplay is about making choices that alter events and outcomes. Presumably the OP there named VNs as an exception because the story IS the gameplay in that format, given that the story is interactive. I think the argument could be made to apply that to Undertale, a game whose most noteworthy characteristic is your ability to play it without killing any enemies at all and completely altering every single story beat as a result of those choices.
