They started airing the TV show in Western countries, before they started selling the games.
It was a brilliant way to brainwash us Millennial kids into demanding our parents to buy the GBC + the R&B + the cards to boot.

Community. Gamefreak was incredibly smart to make trading a core aspect of the game, so raising good pokemon came with a sense of pride and you could brag to friends about it. Even today you can open a conversation with a pokefag by just saying a pokemon name.

The first Pokemon games hit a ridiculously tight sweet spot of mechanical abstraction and (gameplay-only) player expression. The social elements made people feel like active participants in something new and interesting for very little effort. And the designs and visuals behind it were just plain good.
Giving us side media like the anime and TCG to help flesh out the idea of what interacting with Pokemon is "really" like gave people a mental image to work off of in their imagination as they played the games, which only enhanced how those games felt.
I'm willing to wager that the social elements like trading mattered more in Japan than the US, and conversely, that the pre-launch multimedia support was a vital part of how well Pokemon stuck the landing in the US.
