Functionally, the story is in the exact same spot, and RE9 is functionally just them shrugging their shoulders saying "uh, they go back to Racoon city or something".Wesker dying is really the only major event to happen after RE2, and even there they walk it back with clones and shit. Umbrella was gone, then back, then sorta back, but not really, etc. The story seems trapped in an endless loop with no direction.

If they had done forward planning, they might have done something like the first game taking place in like 2006 or something, to give them a bit of room for the series to slowly catch up.
