Ember was interesting not because she changed a lot, but because I kept changing my mind on wether or not she was legit, she was some kind of cosmic horror or just a fool.

Not inherently, he acknowledges that the whole crusade needs to be properly lead and coordinated to actually win the war. That was the whole point of his gambit by dueling the KC to put the hellknights straight into the KC's pocket because he knew there was a much higher chance of overall victory if you were leading them rather than them running around Sarkoris as a dozen individual units. He's very much a military commander played completely straight in a fantastical setting.
