There's a lot of subtle differences that add up. Most immediately, Leon is extremely competent and isn't dependent on Ashley, whereas the reverse is true for Steve and Claire. Another is that Leon sounds cool, whereas Steve sounds like a cannuck whose voice has barely broken. Also, Leon is the player character while Steve is an irritating tagalong, not unlike Ashley. Honestly you can fix Steve fairly easily, just make him less of a whiney bitch and give him a cool voice and design, it worked for Billy.

The magnum isn't hidden, but the upgrades for the handgun, shotgun, and magnum are all hidden. Especially the shotgun one, most people just miss it (and by extension, the spark shot as Claire).

Also, it is pretty self-evident that CV's magnum was intentionally hidden. There's only two magnum ammo drops thorughout the game, it's an optional puzzle reward.

In all the games if you forget to pick up a weapon or any optional item before crossing a point-of-no-return you lose it.
CV doesn't have multiple endings but you're still expected to play it multiple times. The magnum being blocked by fire is an intentional fuck you moment for first time players.

The remake for this game is going to be super interesting on many levels. For one, I think it's the first time the remake could actually turn out better since CV is a low-tier classic Resi. Yes, an item being locked outside of progression is traditionally considered to be a bug. You can also chalk it up to other things they clearly didn't think through that the other games pointedly didn't do, like a storage facitlity for items that's cut off from the rest of the inventory system that also cannot be reached after a certain point in the game. This would be considered a form of lockout and flagged as a bug.

No it isn't.
You're incredibly dumb if you genuinely believe this completely asinine definition, but a bug is the game not working as intended. The CV magnum is working exactly as intended.
There is very deliberate design in CV not having any item boxes for roughly the first hour (for new players) of the game, which can cause players to just leave the fire extinguisher behind if they don't feel confident they'll have a lot of inventory space (there actually is enough to take it with you alongside everything else you have access to).
The game presents multiple additional opportunities to get it again, with the prison being an area filled with optional items. BOW Gas Rounds and the lockpick can only be gotten here, and require going back to non-essential areas to get them.

There is no "lockout" here. Because the weapon isn't essential and is clearly a bonus. It is the only weapon in the entire game to give you less than 80 rounds of additional ammunition (that being 12 additional bullets total), and to get the magnum you have to complete a lot of steps that require the player to go through areas they typically wouldn't.

You're just upset over this for some absurdly autistic reason and are insisting on defining it as something it isn't. It's a fuck you for new players I guess, a dick move, but it isn't a bug. It's a feature of the game, CV has a lot of things that are there to screw with the player.

This is the same concept as the two part Rodrigo side quest that also spans a majority of the game, where you need to remember to do something as Claire, otherwise you're locked out of "progression" as Chris (getting the lighter and getting another gun).

Also, your entire thesis hinges on this idea that CVX was designed this way by mistake when RE2 did the exact same thing. You can’t access an endgame room with a special item if you don’t do something as another character.

It’s also funny how your seethe exposes that you equate having the magnum to beating the game. Let me guess, you blew the thousands of ammunition CVX gave you, looked up a guide, and raged that you didn’t have six extra bullets that surely would’ve let you beat the game, right?
