I love this game
Shame it didn't hit its legendary status because of very silly technical things that could've been ironed out easily because the gameplay design is quite genius and 1v1 or 2v2 is absolutely awesome when playing against people that play for real

Campaign wise is was pretty good as well

I think that one anon's idea of an extraction RTS that plays like Deserts of Kharak and Ground Control 2 mashed together and has rolling multiplayer could be it
The games would still play very similar to traditional RTS and the MMO component would come from the overworld map of some sort with different factions you play as changing the state of the world like Helldivers 2
You could also make player hubs for their factions, you could trade shit idk, I think there's space to explore here

The game is a bit unfinished, but has a functioning campaign for all 3 races. It's also rather janky and experimental and you'll have to learn the controls by trial and error. Still, it's fairly unique and has some interesting ideas and mechanics, there's nothing quite like it. Possibly the only RTS game where you produce units by having sex. There's one fucking voiceline for it that still haunts me to this day.

Locoland - maybe closer to RTT territory, but it's hard to categorize this game as it's very much its own thing. You build trains, you fight with trains, what more do you need?

Achron - RTS with time manipulation. Very cool concept but the core gameplay leaves a lot to be desired.

Mindustry - what if Factorio but RTS. An impressive project overall, especially considering that it's free(on itchio). Has plenty of singleplayer content and multiplayer as well.

It has singleplayer skirmish content and competent AI
It's the same director behind project Hydra that remade a bunch of the classic missions and now he's redoing them again and holy shit they felt so good. Ironically he had to dumb down the AI during the classic singleplayer cause it was too hardcore on skirmish mode in the same singleplayer mission. You need to select Scenario mode or else the ranked/unranked Skirmish CPU will beat the dogshit out of you.

There's 2 kinds of campaigns. Balanced skirmish mode campaigns that teach you multiplayer strategies and the remade classic campaign that follows the SC1 story.

There's various test maps where you can check out every unit.
I originally had to play in a 3v3 with 5 CPUs as a beginner to get my foothold in to reach tier 4 units and to learn.
The CPU is quite competent in 1v1 ... so goddamn competent they nerfed it across the years. They also started prioritizing 1v1 balance when the game was originally meant for 4v4. It accepts 4000+ units on the SC1 engine.

You get various announcers and various options if you modify the Ini file such as Songoku as your advisor and you can reduce the amount of clicks you need to make to select and order a unit around.
