While GPUs do perform worse in terms of effiency and transient response at lower loads the 3070 is a 230-250W GPU. Assuming the rest of the system pulls 100W your typical GPU bound game will pull roughly 350W from the wall, closer to 30% which is a very normal load in terms of behavior.
