Why were 2000s games obsessed with that dull soviet-tier brown/grey color scheme? Was it to look gritty and edgy or because crt monitors didn't have the coloring capabilities as modern 4k tvs?

Ask the devs instead of speculating. The only one I know for sure who has said anything is the director of new vegas, who said they tinted the game because the lighting engine wasn't advanced enough and they were trying to hide it. That is most certainly the case.

Artistically, I think they were also trying to signal that these were serious games for serious people, rather than light hearted kiddie games, and following trends in cinema at the time. Traffic did tinting of varous locations to show mood, including the now imfamous yellow tint for Mexican scenes.

Games were trying hard to copy films, and be seen as high end serious media like films culturally, especially in USA. Note how almost all these games are American or British? The two Japanese examples are ones that were very specifically trying to ape American trends as well.

Black Hawk Down came out around the same time as well, which was obviously one of the man inspirations for RE5. This was also when they started experimenting with digital color grading for movies, and one of the first things they did was go all in. O Brother Where Art Thou is generally credited as the first full-length movie to be finished entirely digitally, and it would fit right in with the brown and bloom games of the 2000s.

So yeah, all of these games were just mirroring what happened in movies, just a few years later.

Most of the post processing looks crap in this era.
But occasionally sometimes if you convert some it into HDR via reshade plugins it looks decent depending on the game. In the HDR color space some of them can come off much better and the increased vibrancy really offsets how dull they can look.
Still pretty artificial by nature of the methods used though and if they were built with modern HDR color grading in mind it probably would have turned out better.

I've only given the saboteur a pass on the mundane greys because it was actually aesthetically appropriate. It was trying to be an old film which is why i didn't use that one to ever show an example of an industry trend. They used red that contrasted with the greys so you know it was all actually artistic. It was a better reviewed game too but it's the only game of that era in which you can give them a pass for it.
