What action games have the best large scale epic battles?

I dunno, maybe the original God of War 1 and 2? There's probably quite a few examples including the entire musou genre and arguably war shooters if you're being flexible on what an action game is. I remember more than a few Star Wars and LotR games did it too, I remember the final stages in Jedi Academy were pretty cool for that.

You didn't specify the battles had to be directly part of gameplay. Unsurprisingly when you have that many active characters on screen at a time you're going to have to make some serious compromises which is why musou games are designed the way they are. So do you want cool battles at a backdrop to cool action or are you willing to accept a drop in combat quality if it means everything on the screen is engaging in gameplay?

For me Dynasty Warriors Origins and Mount & Blade: Warband were the best for this despite the extremely different approaches.

I also wouldn't say the other Musous give me the "epic battle" feeling. I love them but they're just big maps with lots of enemies. Might be enough for you though.

space marine 2 had decently sized battles but you're generally fighting relatively small packs of enemies at a time

Are you specifically looking for hack-and-slash fantasy-style combat? If you're willing to broaden your horizons, you might consider checking out the Ace Combat games. Some of them, especially AC Zero, are very operatic and good at making you feel like you're spearheading a much larger battle.

Musosus are specifically designed for this kind of thing. Also, the LOTR batman type games, and some of the other LOTR games come to mind.

Big multiplayer shooters like planetside, and battlefront.

its density is ok, but there are so many war games that do it much better. mechanically its not really great. there are no siege weapons you can use or other fun stuff, you just try to put banners in their shitty holes while everyone keeps attacking you and makes you drop it. i mean its not bad, but its definitely not the best, which is what op asked

I really liked how lengthy it felt, it's practically designed to have you start it by day and end it by night, soaked in blood and calling in canonfire as the weird spinny tanks light up the environment with their flamethrowers. Realistically it should've been the narrative climax of Hernand as a whole but whoever was in charge of the narrative (assuming it wasn't AI) has got to be an ADHD wreck unable to linger on a topic for longer than a chapter if pushed to his absolute limit.

in a single snapshot the battles can look and feel amazing, but the actual combat fucking sucks, with everyone sprinting backwards and constantly moving, there is never an actual 'melee' or formations or anything, its just backpedaling moshpits
