I don't think it is. It's good, but Fire temple and Water temple surpass it.
Fire temple has the vest "track course" set of obstacles and Water Temple offers verticality and exploration. Both ended feeling far more rewarding the forest' gimmick with the Ghosts. It's certainly a step up from previous dungeos (except not entirely because Jabu Jabu is actually a bit more complex) but i guess the first impression it has on players is enough to carry it to such undeserves praise.

For me it's the very first dungeon in the game, Inside the Deku tree. It doesn't stand out so much from the other dungeons, but it's very moody and strangely cozy...

Based. That is way closer to what I'd want Zelda dungeons to actually be like ideally than anything else in the game. Every single room has a meaningful purpose and actual problem, along with there being hidden things that reward you for understanding the layout of the complex and prying into it. It's totally well design, with no fluff, and has no issue making things actually difficult for you, while also deliberately providing a certain amount of leeway if you don't get everything.

For me it's because it's likely Hyrule castle from an earlier time in Hyrule's history. The reason for it to be abandoned is a mystery.

And the overall atmosphere of Kokori Forest, Lost Woods and the Temple itself is better than everything else. Yes there are better temples but it also is good for Link because it is a sobering experience after time traveling for 7 years.
