I have an mATX PC, it's not as small but it's also a square cube like the steam Machine, just bigger but that doesn't matter, bigger means there's enough space for full ATX cooling in there.
I remade my pc build 2.5 years ago and it's packing a 5070ti and 7800X3D for about 1400 bucks.

I would argue that Valve already has an ecosystem. They're working backwards from others, they went software first (Steam) and are now integrating hardware and software features.
