Ryzen CPUs will only boost to the TDP maximum no matter what the temp is. Desktop ones might not realistically ever hit it unless they are 65W but the Steam Box is 30W. If the TDP maximum is reached before 90C (which is the case with the Steam Box) it's not gonna go higher. Lower temperatures will slightly increase performance. 50MHz sounds about what you'd get from a few degrees lower temp since lower temp will lower the power required for same clock speed.

Only true of hard power limit TDP caps, and not of desktop class hardware. A desktop 65W CPU will still routinely exceed its 65W TDP rating, TDP is not a power limit. On a true desktop-class CPU, temperature is very often the limiting factor (especially of Ryzen CPUs)

Honestly the Steam Machine is about on par with a PS5, maybe slightly below but not to any significant degree that would be noticeable by the average consumer. The settings and resolutions it should be running aren't typically gonna get throttled at 8GB of VRAM, there'll be other bottlenecks first. VRAM is usually for high end textures / raytracing. Its biggest limit is literally being specced for 2020 levels of output, and raytracing being dogshit on most AMD hardware in general below the very best. The problem is "4k60 with FSR" had people wanting it to be markedly better than a PS5/XSX when that was never going to be the case.

Also did you not notice the "when uncapped"? I have to disable the TDP limiting to get it to hit temp limits. That is not how the processor comes by default. It defaults to a TDP limit and can't reach temp limits at all.

Consider that in order to reach many RT framerate targets, the first solution was to downscale the game and upscale it with a specialized model, then the second solution was to do that in conjunction with filling in the spaces between frames with model generated fake frames. It's gotten so lopsided that your GPU could be set to effectively render 1/8th of every frame between the two of those solutions.
