999 does a really cool thing with the DS hardware so if you have a DS/3DS you should play it on that, but the PC version is fine. PC version of VLR is definitely the best.

Yes. For 999 however, you are missing some content from the PC version that was not translated too well. It mainly is something subtle from the DS version of one of the twists that they mashed together. you get two character's perspectives and they are shown differently. in the PC version both are mostly merged where the twist is harder to tell and the final puzzle is altered to be easier.
