Those npcs are the ones you can easily push around and can't cause you to be detected if you're doing something illegal.

I mean things like guards using location-appropriate weapons, although there are still only like three voice actors for every NPC is the first game, none of which are very good and sound out of place on most maps.

I think that’s a big part of why the game has a massive and extremely active speedrunning community. Freelancer is just the cherry on top that allows you to use mechanics and tactics that would normally be off-limits during an SA run.

I like doing Ninja Assassin runs which are ninja outfit, katanas, and throwing knives/shuriken only, but allowed to kill anyone. Bomber runs are also fun, where you try to kill each target with a planted bomb, in the densest crowd possible.
