30fps: no
There’s a reason why side-scrollers running at 30fps have characters that move slowly on the screen. If you try to lock Super Mario Bros. 1 on the NES at 30fps and have Mario run at top speed, you'll be surprised at how terrible the game looks. 30fps isn't good enough even for games from 1985, let alone modern games.
Unfortunately, the industry continues to force 30 fps whenever possible, because people put up with this kind of garbage.

Regardless of resolution the screen has the potential to be physically larger than the other in either case. You can buy small tvs and large monitors vice versa
