Couldn't find the image OP posted but I did find the boutique build used in it. Central European newegg clone, doesn't ship outside of the mainland (no UK either). This did not exist until after the Steam Machine price was revealed. The cheaper price is only if you want to assemble the computer yourself.
The problem is that while the product page lets you customize each component, you don't get to actually choose the brands or even the specific models. OP's image says it's a Ryzen 5 8400F but that's not listed in the builder, just "Ryzen 5".
Also it doesn't come with SteamOS (or even Windows), you have to install it yourself.

I think the original idea was to bring up the bottom 10-20% of hardware spec on Steam, as those people on fifteen year old tablet PCs don't buy many games, and to get more people onto SteamOS to build up that market. They got screwed by the hardware apocalypse, and probably should have just hit pause on the whole thing until things had evened out again. I suspect Sony and Microsoft will both end up doing that after the reaction to this thing. As is it isn't capable of doing what they wanted, the bottom 10% doesn't have $1,500 to spend and the reception is so negative that I can't imagine this increasing the SteamOS user count enough to matter.

The hardware side of things is dogwater for Valve. Most consoles are subsidized, they exist purely to make money via software and subscriptions and such. Valve doesn't want to bother with hardware, they want everyone else to start selling SteamOS on their hardware and paving the way with the Deck and Machine is what gets the ball rolling.

most of the shit they've made is usually just incentives or pushes for people to start doing shit differently. The controllers were supposed to allow developers wider support when creating support for mainly-console games (that developers usually just flat out fucking ignore). The VR was to incentivize more people to actually give a shit and play/develop VR games because there was already a drought for games on top of retarded fucking exclusivity deals for shit like the Quest. SteamLink was a mistake, I guess. SteamOS is a Linux distro made specifically to run and develop for games, but I have zero knowledge about Linux so this is where I shut up.
Steam Machine is meant to be a quick way to just take all of the previously mentioned combined and have a compact machine that is compatible with the Steam Frame's Wifi-7 wireless configuration. I've been trying to tell niggers for almost a decade now that this shit isn't trying to put their foot in the market: it's just solving very niche issues and none of you are going to have to buy it if you don't have that niche. This will not stop the internet slop machine from making the dumbest comparisons possible, because people think that if enough people shit on it they'll lower the MSRP for a product that has an already limited clientele pool.
