It's a waste of resoruces, but more importantly it causes input lag. You can in theory mod a PS1 game endlessly, but having the actual source code makes it easier. And by making a PC port you no longer have the restrictions of the original PS hardware. Plus netplay. Half these are for netplay.
Only people who care about this are the ones who don't play the game to begin with. It's literally just a buggy unfinished version of a game that is already playable and it's been confirmed multiple times that the whole porting thing is mostly in ice in favour of modding because they've come to realise that actually this is kinda pointless.
