Either it's completely broken, missing a big part of the game, has some DRM check or it's in such an early state that it can't be considered a finished game. Maybe releasing it later as a physical edition is a strategy to actually ship a complete game on disc, but I doubt they will even include the amount of discs needed for the entire game. If this report is even true.
