>>741859427Exploration is the main way to level up Rover. Find as many of those "resonance caskets" as you can. They look like golden glowing cubes floating in the air. You can't detect them on your map unless you have a special tool you get later (after exploring more of the map)

But after a certain point, the game gives you a "guest" version of Rover that matches the level requirement for each story boss. If you're interested to keep going after you're done with the Cyberpunk collab, I'd say the story definitely gets way better once you reach the Black Shores
