I think enemy chatter is the most important part. It makes fights feel much more dynamic/chaotic/real if you can hear what the enemy is "thinking". Halo has a similar appeal with its enemies.

FEAR's AI was revolutionary but under the hood it wasn't what you'd think of as good AI and the main reason it felt so "smart" is because it constantly barks letting you know what their current actions and status is. Small things like reacting to flashlights etc.
None of this makes the AI harder it just does a better job of informing the player of AI state. Halo:ce similarly elites raging after their shield break, grunts fleeing when elites die etc.
Similarly you could develop novel AI with machine learning etc today that does impressive things that don't have to revolve around steamrolling the player.

Machine learning is pretty tough to use for game AI since it takes a shitload of time to train and making any small change to the game requires retraining and potentially tweaking the training regimen. I did read a paper about one game that used it pretty successful for a strategy game but ironically for squad micro and not the overall strategy AI.

Yeah it is a novel field. Robotics currently has the most research and work on it. But some stuff could translate. There are already some frameworks for animation mimicking and navigation. So you'd essentially get to make a walking animation and skip all the other directions and have the AI learn how to match the target motion and navigate with it.
Some other cool applications could be having AI interact with the world. Like how in FEAR the clone soldier sometime pull down a scripted filing cabinet as makeshift cover allowing the AI to interact with all physics objects.
The problem is that this work requires research and engine level programming which doesn't exist anymore in gaming. They fired all white men and it's just women, trannies and indians shitting things up in unreal engine so this level of development is something of the past.

The problem is actually easy to solve, given the amount of telemetry games retrieve nowadays.
The real issue is how to implement it.
You'd need a granular ranking mode, this is to create the model which each difficulty leval would be based on, so players could pick and choose exactly what they are going up against.
Current methods of LLM training would inevitably lead for this AI method to be released after launch and would also required a healthy player base.
This is the pricey part. Big studios are unlikely to put resources into this because it is basically a R&D endeavour with hard to prove ROI.
Since running this kind of AI is still impossible in real time, you'd need a fucking great coder to distill the AI into an optimized runtime program. This is THE hard part, imo.

I am very interested in doing some thing like this for fighting games, as I believe this is the only "egoless" way to teach new players.

The AI had a simple logic train to work with, but the developers created levels that took full advantage of it. The AI tech itself wasn't particularly impressive, rather the entire rest of the game was purpose built around it. The combat system, the level design, the enemy chatter etc.
All that takes an immense amount of skill and effort, and developers nowadays lack both. It's the same with lighting in games, as previously games were designed around how they were lit like Doom 3, Mirror's Edge and Riddick. It took a lot of skill and effort from both programmers and artists to ensure their designs matched what the tech could do, but these days developers just throw on real-time raytracing and call it a day.

Well, FEAR's AI is good, but it's only allowed to be good is because of the slow-mo. If the game didn't have slow-mo, they would never release the game with enemy AI that accurate and tactical, which kinda proves everyone's point that you have to dumb down AI unless you can regularly go into 0.2 timescale. Go play FEAR without slow-mo. There's so many shitty sci-fi shows where humans abuse robots/androids for no real reason, which would be like beating up your computer or breaking your phone because you got bored. No-one does that. Take fighting games, most fighting games since their inception have relied on having bots read your inputs to make them impossible to fight normally so the strat just becomes how can you exploit the AI to respond predictably and punish them for it. GOAP on the other hand is like a pathfinding algorithm for decisions. it will construct many possible chains of actions to see which ones best satisfy the goal at hand. the algorithm is capable of coming up with novel plans no designer had to prepare. designers only create the actions themselves and the planner automatically figures out how actions could be used to achieve the goal.

GOAP is very close to how humans reason about a multi-step task as well. we consider what it will take to [have dinner]. there are many different meals we could have (some faster, some cheaper, some more tasty) and many different ways we could attain them (buy ingredients and make it yourself, order a delivery, go to a restaurant yourself, visit grandma and she cooks for you, ...) and when you look at those ways in detail they involve a chain of many actions that have to happen in the correct order to achieve your goal.
GOAP could actually reason about this sort of thing. sadly it was overkill for an action game where the enemies die in just a few bullets. if anything people don't praise it enough because it didn't have enough of a chance to show how smart it was. in subsequent games from monolith it was cut down for performance reasons. so even though other games have used GOAP FEAR is still the most impressive version of it sadly.
