How did RE4 look so good for 2005? Nothing else was nearly on this level especially for a GameCube title.

It was designed from the ground up for the Gamecube which was a pretty impressive machine when not hamstrung by the cookie sized discs, a beefier machine than the PS2 in many ways. Also most people don't remember this anymore but the original Gamecube release had a forced letterbox, no doubt so the game rendered less on the screen. There's not even a proper 16:9 mode if you played on a widescreen you just got black bars on the sides as well.
