I am playing on hard and I very quickly end up in situations where I will have 0 ammo and realistically cannot survive a fight. It is otherwise not a very hard game and I do not have the impression I am wasting ammo or mussing a ridiculous amount of shots

Harder difficulties assume you're going after secrets.
You also need to shoot accurately.
