Her relative naivety as a revolutionary when you meet her in the story is intended to be a contrast with the rest of the party who are all SeeD child soldiers who were trained to be hardcore operators since early childhood. But if you compare the SeeDs actions with the Timber Owls during their first mission together, it's actually the SeeDs who fuck up the mission by being immature, naive, and inexperienced and the Timber Owls save their asses immediately after that despite being noobs. Part of the reason a lot of people think Rinoa is annoying is because the SeeD party members are repeatedly annoying with her explicitly in the story because they think she is sheltered and naive, but it's obviously written that way to portray to the player that their military training made them closed-minded, overconfident in themselves, and a bit stuck up. They think being a SeeD means that are important, competent, authoritative professionals who everybody else should defer to because they know best. But they end up stuck in a bunch of bullshit because of that attitude and they have to go through the whole game to get out of it.
