Fallout 3 needed a more fleshed out washington DC/ DC metro. It should have been the main focus for exploration & story and you should have had to chip away at exploring it piece by piece opening up new areas and getting more content as you get deeper into the city.

Fallout and fallout 2 are so much more immersive in a way the 3D games can never recapture. It’s pretty amazing
