If memory serves me right, Reimu is the only character you can pick at the start at the game, then you unlock characters bit by bit. I think it goes Reimu -> Marisa/Sanae/Ran -> Aunn/Nazrin/Seiran -> Mamizou/Orin/Tsukasa -> Biten/Enoko/Chiyari -> Yachie/Saki/Yuuma -> Hisami -> Suika -> Zanmu
