Steam has already removed content from users libraries. Recently there has been several cases of malware being distributed on Steam and that shit gets nuked from the orbit when discovered.
There's been a few cases of literally who publishers figuring out ways to remove their content from user libraries as well. Notably some kikestarted crap that was distributed exclusively as keys which publishers can instantly revoke for any reason, though it's not the only way to do that.
