That's actually the point where the movie takes a sharp turn and essentially starts gaslighting the audience. Up to that point, Falling Down is a movie about a guy who did everything "right", but failed anyway because modernity is anti-human. He had one bad day too many and just went fucking postal. But by the end of the film we see him being verbally abusive and potentially violent to his family in the home videos. It's basically saying that if you're struggling to make ends meet, your family is falling apart and you feel like society is leaving you behind, it's your fault and you're crazy. That's basically the message of the movie from that point onward.
