The final ruling from the French supreme court can actually trivially be invalidated on procedural error.
You see, the ruling was established by using the Dutch case against Tom Kabinet - a reseller of e-books - as precedent.
When the European Court of Justice had to answer prejudicial questions for that case, its Advocate General published an opinion which the court also supported and ruled with, that where it concerns 'hybrid works' that involve both software as well as other intellectual property, it will be for every lower court to individually assess whether allowing or denying the right of resale for any particular type of work will lead to the most stable and fair market conditions between the two - and then rule on that.

Those rulings are BINDING.
The French Supreme Court didn't do that, which means the entire ruling is invalid and can be thrown out.

And actually, iirc, the French system of law doesn't allow a redo on any particular level of appeal - even if a ruling becomes invalidated. The only possibility of appeal is then to go one level higher. But you CAN'T go higher than the supreme court. Which means the entire appeal is stricken and the lower ruling, in which Valve lost and resale is allowed, would automatically come to stand.

This would literally be a matter of someone just filing the paperwork and getting the ball rolling on it, and it'd be a done deal. The fact that it hasn't happened yet, is nothing short of astounding - really.

1. Read the bill you're arguing against. It didnt apply retroactively old games. No dev had to go back to 30-year-games to add self-hosting
2. Bill didnt require companies to host. All you had to do was to implement way to play game even after official servers shut down
3. Essentially devs just need to release server hosting. They have this on shelf due to, well, hosting the server. If its a game with <10 players like you said, what damage can a private person hosting the server cause?

Not possible. If you offer service to any country in the EU, then you may not refuse cross-border service to any consumers from other member states. And EU regulations state any contracts with those consumers are under the jurisdiction of the member state they are domiciled in. So Valve would only be able to dodge out of it by leaving the EU in its entirety. Which would be their undoing, because it's such a huge chunk of the market potential it'd be the impetus needed to push all AAA publishers over to alternatives like EGS.
