I understand what he means as someone who plays the game sort of regularly it only feels that way because there is just nothing to do besides battling and everyone is expecting some big update that will bring offline features that will never come. Everytime you reach Master Rank they tease you with one of the head honchos saying "maybe we will see each other on the battlefield one day" and I hate it because it will never be implemented.

I for one thought this was gonna be a Pokemon Stadium type ordeal. It sort of rekindled my appreciation for the battle system but if you dont care about Champion Rank then there is little for you. Showdown has way more options and are making their own 3D engine soon there again will be little distinction.

I cleared it recently, it was fun but the obvious problem is that it's too expensive for what it is. Since it's just one city, the game feels short. Exploring the city was fun for the first half, but then you could see it needed more things to do. The battles were fun and coming up with bullshit strats for online was fun too.
It's definitely worth a playthrough if you emulate it or if they lower the price down to $30 or even $40
