Otherwise any Aeon could do it.Also at that point in the story he's not using Anima to make himself look good, which is something she'd sort of want for him, he's using her to kill the people who uncovered the fact he murdered his father to take his place. Her heart's not in it.

It's unhinged to kill yourself and want to make your son kill himself even for the sake of some noble goal, but the game repeatedly makes the point of how death-obsessed Spira is and how fucked up it is that they lionize martyrdom at every level of society. Seymour's mother is not meant to be in the right for what she did, it's part of explaining why Seymour ended up being the way he is.

>>743253491He means Baaj Temple, which is not Zanarkand. Tromell took Seymour and his mother to live at Baaj when Seymour was 8, and his mother sacrificed herself at Zanarkand. He abandoned her Fayth in Zanarkand and returned to Baaj alone. When Seymour was 18 he was summoned back to Guadosalam to act as a priest for Yevon there, in assistance to his father, Jyscal. When he was 25 he was ordained as a Maester of Yevon, in servitude of Macalania Temple, and secretly had his mother's Fayth recovered from Zanarkand and transported to Baaj. Sin attacked Baaj shortly after that, reducing it to the ruins Tidus finds it when he escapes Dream Zanarkand.
