All media is digital these days. That doesn't stop them from still getting physical releases. Every record label still does CDs, every movie still gets a DVD or Blu Ray release. Also, USB sticks die of bit rot if you don't keep refreshing them every few months. Unless you want to keep an emprom reader around to flash ROM chips to hold your games, disc really is the best solution.

CoD at it's worst would need two of the largest blu-rays ever made which go for like $30 a pop alone and that's assuming any publisher would opt for the biggest disk size instead of cheaper smaller ones.
This is more about devs not optimizing their filesizes than an out but given how bloated AAA releases are now it just isn't feasible for their fuckmassive data sizes to be on disk.
In a perfect world every dev would be doing a Helldivers 2 moment and reducing the filesize by like 80% but this isn't a perfect world.

With how games keep trying to do as-a-service stuff with gamepasses and dlc etc, the huge filesize benefits corporations both by locking out other competitors by way of lowering how many other games a console's hard drive can hold, and lowering the chance of someone uninstalling it to try out another game in the first place, as getting the original back will take extra long.

This can backfire but usually doesn't.
