Horror changes with the kinds of threats and social problems we face.
Freddy Kruger, and many of the other horror icons of the late 20th century are a distillation of the fear of the Serial Killer. Acting almost at random, and slipping away without a trace, even though that was almost never true of real serial killers. Plenty of people watched the news with a pestering anxiety that they could be next.

Pennywise, on the other hand, came from the Stranger Danger panic. (And John Wayne Gacy, of course.) The fear that the wicked disguise themselves as the innocent to better prey upon the vulnerable.

But that doesn't really exist anymore. Not in the sense that those threats feel tangible. They've been replaced with the Mass Shooter, who's too controversial to turn into a horror movie monster, and the Internet Predator, whose place is more likely to be in a drama or tense thriller than a visceral horror story.

Which leaves only the things which actually induce palpable fear and anxiety in young people today.
The uncanny, the past being dredged up and perverted just to exploit you, your own hang ups and insecurities being turned against you. That's what The Backrooms is about.
And the idea that one honest, careless mistake can condemn you, that the people in your life only PRETEND to care about you. That they secretly hate you even though they say otherwise. That taking risks or leaving your comfort zone will only ever leave you worse off than keeping yourself closed off. That's what Obsession is about.

"Rehabilitate" may be a strong word, that only happened in like two of his films. I meant moreso how the zombies were getting "smarter", even if it often meant them picking up some routine again that was ultimately pointless. I can't say it wasn't a consistent theme in that series, but if you're going for that route I think the undead theme is actually a bit weak. I would say I Am Legend actually explores it in a more interesting way, but the way it does so is by exploring the people who aren't turned to undeath. So a bit of a moot point imo.
On that note I also think there's too much expectation from both writers and audiences that if there's not an undead apocalypse it's not serious enough. Call me a boomer but I think the basic premise of NotD is still the strongest and best to start with: phenomena happens, the dead rise, they're barely functional but they're part of the disaster, and you see how people cope with it.
