It's over. Zoomers and Alphas have no love for cars and car culture, they've been in a back seat of their parents family wagon or an Uber looking at a device their whole lives.
As for NFS as a franchise there's still alot of fucking problems, the scale of the open world and the activities you do is so small, they can't compete with any of the other open world racing games, everything is stuck in the 6th gen, FH, The Crew and even unplayable jank like Test Drive Unlimited Solar Crown all mog the last 5 NFS.
The only hook NFS has left is the Hollywood storytelling and the soundtrack. they need to combo that with better car physics, and actual cockpit view and a gameplay loop that's fun to do and not tedious just avoid the cops like in Heat and Unbound.

Car culture is dying because cars are becoming luxury products, plus the governments are pushing for electric for surveillance and control reasons, and electric cars are like house appliances, you don't see any games being made about dish washers or washing machines.

I'll keep saying that the evolution of the racing game was the GTA series, because it incorporates the human and creates a realistic world of traffic and cities and countryside to drive through. (You) are incarnated in the game or project yourself onto a fictional human who then drives these cars, and that helps enormously with the immersion. GTA games have the racing gameplay incorporated into a city simulation that blows out of the water any competition, on top of giving you the customization mechanics racing games have. By comparison, racing games have nothing but a track and a car, and if you haven't noticed, cars have begun to look samey and shitty. Car design has stagnated and all new cars just copy what the old designs had. You cannot compare the old Murcielago and 360 to the horseshit made these days.

Brands have lost their identity and prestige. The soundtracks in these games used to be great, and now it got replaced by gutter trash grunting and overall shitty music for Fast&Furious audiences. NFS underground is looked at as the holy grail due to nostalgia but it made the first steps towards the enshittification of the racing genre, because it put the accent on customization and underground criminal ghetto culture instead of technology, racing, music and the beauty of the landscapes and the road.
When you focus on gang culture in your racing game, don't be surprised when GTA takes your audience and don't be surprised that the old racing audience moved on to forza or w/e there is these days.

It's actually easy to make the franchise great again. Just go back to the beginning and see what the original Need for Speed was all about. Supercars simulated more or less realistically, on highways and long roads, in the middle of traffic. The whole idea was to give people super machines and the chance to drive them in a realistic environment (including the police, who wouldn't tolerate it).
But that's never going to come back, because it's such a simple concept. Now it's all about making a corporate product based on a marketing strategy about what's cool and radical and what young people can't resist consuming, and blah, blah, blah, and the result is a franchise on the brink of death, while there are tons of people playing a modded version of Assetto Corsa on PC right now, precisely to drive supercars in the middle of traffic.
