He's not talking about the build quality anon, or even really the specific tech per-say, just the tech level. You can use the PS3 as the example instead if you wish. The point being that a late PS360 game isn't meaningfully different from a modern one, while costing astronomically less time, manpower, and money to make. Hell the Switch 1 won the console war against the PS5 and is basically on par with the 360 power-wise.
