He's some sort of interdimensional intermediary working to sabotage the Combine at the behest of whoever he's working for. Earth is just a proxy war meant to waste the combine's resources, he has no intention of letting humanity win.Either that or he's the mind virus that was infecting the shu'ulathoi before the combine turned them into advisors.
