This means under load it will keep boosting like crazy until it reaches 95 degrees, then adjusts to stay on that temperature as much as possible.
It was literally designed to run on 95C indefinitely.

For modern machines seems fine, for older machines it isn't.
The pcb tablet of cpu and gpu are way too thin currently then comes the overheating due to modern audiences 0 noise shit and you start noticing the reason of the issues and is mostly poor cooling due to low rpm fans and lack of cooling.
For example my old PC with luck reaches 40 degrees in full usage with minimal noise but i bet you can't reach same temp on modern PC.

i pegged any card of today to the ratio you had in 2023 between whatever highest tier (4090) vs 3060. that was before i saw the 3060 shows up in the 2026 comparison (i left it in to show going back X years, taking the relative performance from then even with different games, gives good results, for when your card doesn't show up.
TPU relative perf chart gave me wonky results at times and it deviates 6 points this time)
you had the gamers nexus jpeg above but that's just one (unoptimized) game

but i did forget to add what Steam Machine's 28 CU's compares to, which many say is the 7600 (32 cu's) but i disagree with no alternative to give.
i didn't want to add or correct that point unless someone pointed it out

They have a thermal limit of 95C, being able to check AMDs website or the BIOS of a computer with zen 5 CPU is not delusion. They go that high if your cooling isn't enough to keep them below that and they don't throttle until they are at 95C.
Many prebuilt computers will also let them go that high.

AMD guarantees 3 years of the chip functioning at that temperature so it would be degrading the but it would be doing it within its expected lifespan. The TJMAX is a threshold the engineers choose and even with the cpu functioning within that threshold you will get hotspots that are a bit higher. You'll see CPU performance degrade over time with run it at TJMAX all the time but with proper cooling the chip shouldn't be reaching that often anyway.

The "housefire" meme is always about obscene power consumption, not temperature. The temperature is not really information you can transfer between different CPUs and draw meaningful conclusions. Not only are the sensors only accurate when temps are close to the TJMAX (their explicit purpose is detect that), but different CPUs have different TJMAX and throttling reasons to begin with.
For example, a TDP throttle on something like 9700X will result in 8 core load having significantly lower temps than 1 core load even though 8 core load results in higher power consumption.
