I bought this for 5 bucks without any dlc. Pretty solid for a 10 year old Dragonball game. Can I reach lvl 199 without any dlc?

no. you have to progress through the story (capped at 80 before doing Guru's sidequest to wish for a level up). However if you download any of the DLCs you can use those fighters to fight together online for parallel quests.

All dlcs are like 100 bucks. Thanks but no thanks. Main story and some parallel quests are sufficient for me. I wonder if Xenoverse 3 will be any good.
