To make the hair stand out in different shades, they used other colors, similar to how a lot of fake blood in black and white movies are some parts of chocolate syrup, and in color are corn starch as opposed to fake real blood.From that point, it just turned into a game of telephone and they kept repeating it without understanding why and then exaggerating it in different directions.
