100% fair against a human. When it comes to "you press this button and I win just because" every single time, that's not fair or fun. Instead of a game of strategy and positioning, it becomes a game of punishment. "I have to walk around until they attack so I can dodge and hit them back because if I try to attack first, they'll dodge and punish me."
It's like if I made an AI in a fighting game that would try to get even a pixel of health more than you and then perfect guard until time runs out by reading all your inputs and reacting accordingly. Can't be done by a human.

Keep in mind there's a fade in of the menu so it wasn't just coincidence and the NPC just happened to attack right before. It reacted to him pausing. It's not that it reacted to him standing still, anyone would beat an AFK player, but it's the fact it didn't move until it read an input. Not fair nor fun.

What’s funny is that the final boss of the DLC doesn’t input read. If you heal in its face, it’ll just let you do it unless it’s preparing another combo which it usually does in phase 2. Since it’s the final boss of the dlc and is aggressive near 24/7.
