Stupid unless they were going to immediately start production on a third movie and already have someone locked in with a contract. Even if they have an entire sequel written and ready to produce, they'll want to be able to choose actors later in the process so they can take their time negotiate pay and pick the best overall fit. It makes zero sense to lock in a VA for a nonexistent movie ahead of time only to have them voice a single throwaway line that adds nothing to the current movie.
