No doubt the game is going to be about the breakdown of the White-Gold concordat and Hammerfell is going to be a location of conflict between the Empire and the Thalmor so the protagonist is going to be imperial because looks like the lore is leaning towards bringing another dragonborn emperor into play and the Blades are going to be at the forefront of empire activity in Hammerfell especially with Delphine reorganizing the Blades in TESV. If the protagonist isn't imperial they'll be a Redguard involved in some way with pro-imperial or pro-thalmor factions in Hammerfell.
