I just got this AMD graphics card
Do I have to undervolt and power limit it to get the best performance? Or can I just leave it stock?
The memory runs a little hot but apparently that's in spec

Tuning will always give you slightly better performance or efficiency, but modern components are usually quite close to their max possible performance at their stock settings. In terms of efficiency there might be more room for improvement, especially if you're willing to give up a little bit of performance. Graphics cards tend to come with very high power budgets, but the GPUs don't run at peak efficiency when they're pushed to the max. If you're willing to dial down the power a bit you can gain significant efficiency while only giving up very little performance.

Undervolting has a similar effect, you lower the voltage and as such power consumption also drops. This can drop temperature and both of these together can make the GPU actually boost to higher clocks because it has more thermal / power headroom to do so. If it boosts higher, then you get more performance too. This of course comes with risks to stability, if you don't cap the GPU clock as well or something, you will effectively make the card run at higher clock and lower voltage, which can easily make it unstable. If that happens, you need to ease off on the undervolt. In the end how much undervolting you can do until you lose stability is up to the silicon lottery.

I got that one and a 9800X3D, shit is efficient and cools as fuck. I've never seen the temps over 55 on either component. Stock settings. The only thing I did was adjust the curves on my fans to get positive pressure.

Gaming OC hotspot temp is a few degrees shy of 90C under load and core ~65C, no need to fuck with it, it won't throttle at stock config.
