I'd argue because it's fundamentally apparent Breen does not in fact have a philosophy beyond survival. He's just in the best position by being one of the few humans knowing what the fuck was even going on to negotiate and then play Vichy Earth's combine apologist. His propaganda attempts to recontextualise what he actually have zero control or ideological support of. Wheras everyone else in this group for example either genuinely believes or at the very least is an executive part of said philosophies.
Outside of this, Breen is also completely removeable from the story with zero real effect. The combine would have still done exactly the same thing and barely even need a mouthpiece given their overwhelming advantage. His job could have been done by the overwatch announcer. It's clear at least the citizens of city 17 have zero actual support for him and that's impressive given stockholm syndrome should have got a few cowards not willing to go full combine patrol.

Breen is the most intelligent and well spoken person of this group by far. He would make all of them look like pretentious redditers. I never got the sense that House or Ryan were especially intelligent. They seemed witty and erudite but that's all. Breen was written by real Star Trek nerd weirdos. He comes off as extremely cerebral, even though he's supposed to be a bit of a loser. All of the scientist characters in Half Life 2 feel like they're actually intelligent. I've met people who are actually like them who made me feel like a knuckle dragging caveman in conversation. Big Brother is a non-entity and possibly not even alive during the events of 1984. He's also a stupid commie. So my money is on Breen dominating the conversation while the rest stew in their wounded pride.
